If the electronic health insurance card is issued, it will be a breakthrough of the social insurance industry, bringing many benefits to all stakeholders such as participants of health insurance, medical examination and treatment facilities (KCB) and social insurance agencies. .
Breakthrough of social insurance industry
Vietnam Social Insurance said that the electronic health insurance card will be made of plastic, about the same size as ATM cards. The tag is equipped with an electronic chip to store participants’ information, facilitating the process of monitoring and treating the disease when the entire medical history is stored on the card.
Electronic health insurance card allows patients to be verified with biometric information (fingerprints, face) quickly and accurately. When having an electronic card, people do not need to bring identification documents. It is expected that information on social insurance and unemployment insurance will also be integrated into the electronic health insurance card to move towards replacing the current paper social insurance book.

Insurance industry is ready
Only 2 months left before the social insurance industry has to complete all data and procedures for issuing the card. In order to implement well the process of changing health insurance cards, completely replacing the current health insurance cards and social insurance books, Vietnam Social Insurance has prepared a full range of IT applications in health insurance management, building a national database on Health insurance.
Specifically, Vietnam Social Insurance has issued regulations on the issue of social insurance codes for participants with the goal that each person has only one social insurance code when participating in social insurance and health insurance. Since mid-2016, the social insurance agency has conducted a review of each subject and household participating in social insurance and health insurance to synchronize data on the information system managed by the social insurance industry.
According to the representative of Vietnam Social Insurance, currently, the conditions of infrastructure for IT application in management have been basically completed, Vietnam Social Insurance has a centralized database on participants and professional activities. Currently, there are 85,238 million people in the whole country who can have health insurance, reaching an 89.9% coverage of the population. By 2025, over 95% of the population will have health insurance. According to Vietnam Social Insurance, with participants of health insurance who already have a paper card, the social insurance agency will actively convert to an electronic card and do not require additional documents. During the transition period to electronic cards, Vietnam Social Insurance still ensures full benefits of patients.
